There has been a rapid expansion in the number of schools, colleges and universities, resulting in a mismatch between demand and supply, as well as a quality deficit in terms of professional qualifications, professional development. The teacher security deficit model affects the system both quantitatively and qualitatively. The number of teachers needed at both school and university levels must double in the coming years.
